Zambia Open Community Schools (ZOCS) invites the public to a call for Consultancy for the End of Project Evaluation.

1. Purpose of the Evaluation

  • To provide a detailed, objective and independent assessment of the project outputs against the expected results and set objectives. The evaluation shall focus on both quantitative and qualitative results with a special focus on the relevance, effectiveness, sustainability and efficiency of the activities carried out.
  • An evaluation of the relationship between ZOCS and the project’s beneficiaries in terms of their involvement in project design and implementation, and their perceptions and views regarding the results of the activities undertaken during project implementation.
  • Assess pedagogical training and mentorship activities implemented and impact as an effective approach to improve volunteer teachers’ capacity as well as promote improved learner performance in the targeted Community Schools.
  • A documentation of the key lessons learnt and practical recommendations for future project planning and implementation of similar projects or the ZOCS programs.

2. Qualifications Required

The external evaluator shall have the following capacities and qualifications:

  • Have a solid demonstrated background in qualitative/quantitative evaluation of more than 3 Years
  • Familiar with participatory monitoring and evaluation techniques
  • Understanding of the Zambian Education System and National Policies
  • Possess a minimum qualification of a Bachelor’s Degree in Education or Social Science with at least 5 evaluations of education programmes. A masters’ degree is desirable
  • Excellent writing and analytical skills and ability to synthesize large and diverse sources of information
  • Professional competence and technical skills in project impact assessment is an essential asset.

3. Submission of Proposals

ZOCS will only accept proposals from consultants who meet the minimum requirements outlined in the Terms of Reference. Being invited to submit a proposal/preliminary report would still be part of the selection process and would not constitute a contract. The submission of proposals/preliminary reports by prospective consultants has to be done within 3 days from the date of the request by ZOCS.

The proposal should be in word document format and not more than 3 pages, with the following included:

  • A clear, detailed demonstration of an understanding of the task and its deliverables;
  • A schedule of milestones for delivering on the task, proposed number of days and related costs;
  • At least two examples of study/research reports of work previously done by the consultant in the last two years as demonstration of capacity;
  • A CV of the consultant with 3 reachable references.
