Local Staff sought for USAID Local Governance Project

NORC at the University of Chicago is one of the largest and most highly respected social research organizations pursuing high quality social science research both in the U.S. and internationally. NORC is seeking several specialists for a large USAID district governance strengthening project over a 5-year period based in Lusaka, Zambia. The project will align with and support Zambia’s decentralization policy framework and help build a local system of governance capable of responsive service delivery in health, education, nutrition, and natural resources management. This system will build the capabilities of service providers, enhance coordination across sectors, and improve targeted citizen oversight of government performance. All individuals should be fluent in English. Zambian nationals are preferred.

1. Chief of Party (CoP)

Responsible for leading and managing the overall contract and for the performance of all project tasks and deliverables. The CoP will work closely with USAID/Zambia’s Program Office, USAID implementing partners, national and local government officials, and local CSOs. The CoP must have significant experience managing people and large, multi-year, multi-faceted projects; familiarity with USAID; knowledge of local governance and CSO engagement; familiarity with human resources, financial management, and procurement processes; excellent writing skills; and familiarity with one or more of the following sectors: health, education, nutrition, or natural resources management.

Qualifications

Advanced degree (i.e. MA, PhD) in management, international relations, political science, or other social science field; at least 10 years demonstrated strategic leadership, preferably with USAID or another international donor.

2. Local Governance Specialist

Will support specific tasks to maximize the impact of local partners, build the capabilities of service providers and citizens, enhance coordination across sectors, and improve targeted citizen oversight of government performance. The Local Governance Specialist must have strong grounding working on local governance initiatives; building the capacity of district governments, civil society organizations (CSOs), or citizens; experience working in rural locations, especially at the district level; and technical experience in one or more of the following areas: health, education, nutrition, or natural resource management.

University degree in political science, public policy, development studies, economics, public health, education, nutrition, natural resources management, or other relevant field; a minimum of five years of work experience on local governance initiatives, preferably on a USAID project.

3. M&E Specialist

Responsible for all of the project’s monitoring and evaluation tasks, including but not limited to developing the M&E plan, defining indicators, conducting baseline data, collecting and reviewing monitoring data, analyzing collected data, and writing quarterly and annual reports. The M&E Specialist must have strong grounding in all aspects of routine project monitoring, as well as familiarity with one or more of the following areas: health, education, nutrition, or natural resources management.

University degree in sociology, economics, political science, public policy, statistics or other relevant field; a minimum of five years of work experience in M&E, preferably including an M&E role on a USAID project; significant experience collecting data in rural settings; and advanced knowledge of Microsoft Excel and at least one statistical software.
